Tools to annotate and rate web links

The problem, in plain words: “I want a UI overlay that lets me rate and annotate each link or card on a catalog page and shows those annotations whenever the same link appears on any site.”

No tool in the catalog fully fits this yet.

You want a browser overlay for rating and annotating links or cards, with those notes resurfacing when the same link appears on other websites.
